What We Do

Housing development is difficult, expensive, and can be risky. We know many communities lack the bandwidth to prepare for and/or attract housing development. Similarly, there are organizations interested in housing development but need guidance and support. In response, GLHS has established a consulting services team to work alongside local units of government and their nonprofit partners. This multi-disciplined team works across the state to provide patient, objective, technical services that include:

• Assisting communities in identifying and removing barriers to housing development.
• Developing relationships between local units of government and nonprofit organizations seeking to create affordable housing opportunities.
• Identifying resources from the Michigan State Housing Development Authority (MSHDA), other state and federal agencies, and philanthropic organizations. 
• Responding to referrals from MSHDA to assist applicants with accessing resources like the Low-Income Housing Tax Credit, MI Neighborhood, and the Housing Readiness Incentive Grant Program.
• Serving as a third-party administrator for a Unit of Local Government (UGLG) in the oversight, management, and coordination of Community Development Block Grant (CDBG) program funding.

GLHS can provide the following assistance:   

Community Engagement:

Assist in building relationships between local governments, nonprofits, developers and other community stakeholders to further housing production.

Consultation and Guidance:

Provide guidance on zoning laws, land use regulations, and compliance with local, state, and federal housing guidelines.

Development Team Assembly:

Help assemble qualified teams and facilitate partnerships between public and private entities for the purpose of housing development. 

Funding Assistance:

Identify various funding sources and assist in developing housing funding proposals.

Networking and Collaboration:  

Create opportunities in the housing ecosystem for networking among developers, government officials, and community organizations.

Policy Advocacy:

Help local governments develop policies that promote sustainable and equitable housing solutions.

Training and Capacity Building:

Provide technical assistance and help local governments and developers build bandwidth that should aid in the successful implementation of accessible housing projects.

The Consulting Services Team is made up of field staff who will meet with local governments or nonprofits in communities throughout Michigan to provide support from project conception to completion and development of innovative affordable housing strategies. To be eligible to receive our services, you must be a local government or a nonprofit entity. Please contact us to request our assistance.
